Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and based on the "14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035 of the People's Republic of China," the "13th Five-Year Plan for National Education Development," the "14th Five-Year Plan for Social Organization Development," and "China Education Modernization 2035," as well as the "Articles of Association of the China Educational Equipment Industry Association," this plan is formulated to continuously enhance the China Educational Equipment Industry Association's (hereinafter referred to as the "Association") ability and level to serve education reform and industry development, promote the Association's development to a new stage.
　　I. Development Foundation
　　(1) Achievements during the 13th Five-Year Plan period
　　During the 13th Five-Year Plan period, under the leadership of the sixth leadership team, the Association continuously deepened reforms and pioneered innovations, achieving remarkable results in various tasks. The total number of Association members increased from 2,473 in 2015 to 3,407 in 2020, a growth of 37.77%. In 2019, the Association was once again rated as an AAAA-level social organization by the Ministry of Civil Affairs. In social evaluations, the Party Committee of Industry Associations and Chambers of Commerce of the Central and State Organs Work Committee gave the Association a high appraisal of "six goods."
　　Party building leads and plays a fortress role. Over the past five years, the Association has comprehensively strengthened the Party's leadership, firmly established the "Four Consciousnesses," strengthened the "Four Confidences," resolutely achieved the "Two Maintenances," fully played the combat fortress role of the Party branch, upheld the correct political direction, and consistently maintained a high degree of unity in politics, ideology, and action with the Party Central Committee with Comrade Xi Jinping at its core, ensuring that the spirit of the Central Committee is thoroughly integrated into all work serving education, the industry, and members.
　　Institutional construction has formed a new pattern. In July 2017, the Association completed the decoupling work, achieving "five separations and five standardizations." After decoupling, the Association consciously accepted the Party building leadership, business guidance, and industry supervision from the Central and State Organs Work Committee, the Ministry of Education, and the Ministry of Civil Affairs. A Supervisory Board was established to improve the supervision mechanism, effectively supervising the Association's "three majors and one big" work, and more than 70 rules and regulations were formulated and revised. The construction and management of branch institutions have been continuously strengthened, with the establishment of the Creative Education Branch, Urban Educational Equipment Working Committee, Educational Equipment Industry-Finance Integration Branch, and Educational Informatization Equipment Branch.
　　Theoretical research has achieved fruitful results. Over the past five years, the Association completed the key research task of the Ministry of Education under the National Education Science "12th Five-Year Plan" titled "Research on the Development History of China's Educational Technology Equipment" and successfully concluded the project; it set up 84 educational equipment research topics aimed at the industry, guiding and supporting the industry to carry out basic research; compiled and published five volumes of the "Blue Book of China's Educational Equipment Industry," issued 50 issues of the internal publication "Industry Newsletter," recording theoretical achievements and practical experiences in the development of the educational equipment industry; edited and published five sets of "Excellent Works of National Primary and Secondary School Experimental Lesson Demonstrations" (including CDs), promoting the transformation of excellent experimental teaching demonstration results and facilitating the promotion and application of high-quality educational resources.
　　Credit system construction has been continuously deepened. Over the past five years, through five batches of credit rating evaluations for educational equipment industry enterprises, 254 AAA credit enterprises, 24 AA credit enterprises, and 5 A credit enterprises were selected. The enterprise credit rating evaluation comprehensively assessed enterprises' basic credit, operational credit, and social credit, guiding enterprises to strengthen integrity and self-discipline, improve credit risk prevention capabilities, and promote the construction of the industry's credit system.
　　Product quality improvement remains a long-term task. Over the past five years, the Association organized two annual recommended product selection activities, recommending 1,374 excellent products from 343 enterprises to schools at all levels and various procurement and bidding units; it was listed as a pilot unit for group standards by the National Standardization Administration, continuously carrying out group standard formulation work, releasing 19 group standards, and initiating 41 group standards under development, increasing the effective supply of standards to provide a basis for enterprise production and procurement bidding; it carried out new product and new technology release and evaluation work, promoting the application of new products and technologies in education and teaching. A preliminary quality improvement path has been formed, "led by standards, recommending high-quality educational equipment products to the entire industry, and encouraging the development of new products and technologies."
　　The role as a bridge and link continues to be played. Over the past five years, nine sessions of the China Educational Equipment Exhibition have been successfully held. Each exhibition closely followed technological progress and market demand, focused on education policies and development hotspots, promoted industry and product optimization, and was hailed as a market weather vane. Concurrently, events such as the "National Summit of Famous Teachers and Principals," "Educational Equipment Academic Conference," and "National Book-Fragrant Campus Reading Conference" were successfully incubated, significantly improving the level of service for education reform and educational equipment development. Currently, the exhibition has become one of China's top 100 exhibitions, listed by the Ministry of Commerce as a nationally key guided and supported exhibition, and has won the "China Industry Brand Exhibition Golden Finger Award" multiple times.
　　Social service capabilities have been continuously enhanced. Over the past five years, entrusted by the Ministry of Education, the Association has hosted five sessions of the National Primary and Secondary School Experimental Teaching Lesson Demonstration Activities, built a national online platform for experimental teaching in primary and secondary schools, gathering, sharing, and promoting high-quality experimental teaching lessons. It has jointly carried out special work on library construction and application with the China Publishing Association and the China Book and Periodicals Distribution Association; cooperated with the China Education Development Foundation, China Teacher Development Foundation, China Next Generation Education Foundation, and others to carry out various public welfare activities, achieving good social benefits.
　　(2) Opportunities and Challenges Faced
　　While reviewing and summarizing the Association's work and achievements during the 13th Five-Year Plan, we clearly recognize that currently, new information technologies such as the Internet, big data, and artificial intelligence are driving profound changes in human production and lifestyle, calling for education and teaching to continuously move toward diversification, personalization, and intelligence, cultivating innovative and compound talents adapted to the new era. Technology empowers educational innovation and has become an important path for education reform and development in the new era. Educational informatization and intelligence have become endogenous variables of systemic educational reform. As an important supporting condition, educational equipment will undergo significant changes in connotation, form, and function in response to technological development and education reform needs, bringing new challenges and opportunities to industry development and governance.
　　After decoupling, the Association faces not only the national deepening of institutional reform and government function transformation but also challenges from changes in the management environment in the information age, such as "advanced concepts, flat organization, team collaboration, and intelligent support." The Association must adhere to the purpose of "focusing on the center and serving the overall situation," further improve the corporate governance structure, strengthen team building and capacity enhancement, and improve the ability and level to serve education, government, and members; it must deeply consider and carefully plan work for the coming period to better promote industry development and comprehensively enhance the Association's service capabilities.

　　Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, with moral education as the fundamental purpose, thoroughly implementing the spirit of the 19th National Congress of the Communist Party and the National Education Conference, and following the strategic deployment of the "14th Five-Year Plan for National Education Development," seizing the development opportunity of digitalization, networking, and intelligence integration, leveraging informatization and intelligence to cultivate new momentum, with the main task of empowering educational innovation through technological equipment, promoting educational equity, improving education quality, advancing the modernization of education governance systems and capabilities, and providing strong conditions and guarantees for comprehensively achieving education modernization, building a strong education country, and running education that satisfies the people.

　　During the 14th Five-Year Plan period, the Association will place greater emphasis on Party building, deeply grasp the fundamental task of moral education and the talent cultivation goals of the new era, continuously enhance the ability to serve the overall situation of education reform and development; innovate and improve development mechanisms, form an industry service system compatible with the level of education reform and development, build a vibrant educational equipment industry development environment and a governance ecology of co-construction, sharing, and co-governance, promote the healthy and prosperous development of the educational equipment industry; advance the construction of new educational infrastructure to serve high-quality education, support, drive, and lead education reform and development with technological equipment, continuously promote the deep integration of educational equipment with education and teaching; place greater emphasis on improving governance level and connotation quality, further improve the corporate governance structure, significantly enhance members' sense of identity and gain; strengthen the construction of the Educational Equipment Research Institute to play the role of an industry development "think tank"; build an educational equipment industry data center, promote the China Educational Equipment Exhibition toward specialization, branding, informatization, and internationalization, continuously promote the healthy and orderly development of the Association, and strive to become a first-class domestic and internationally renowned AAAAA-level social organization.
　　IV. Main Tasks
　　(1) Improve the Association's Governance Level and Strive to Be a Leader Among Modern Social Organizations
　　Good internal governance is not only the basic prerequisite for industry associations to become modern social organizations but also a necessary condition for improving governance capabilities and service levels. During the 14th Five-Year Plan period, efforts will be made to enhance the association's governance level and strive to be a national leader among modern social organizations.
　　1. Integrate the implementation of the basic theory, basic line, and basic strategy of socialism with Chinese characteristics for the new era into the association's development. Comprehensively strengthen the Party's construction and the association's Party organization construction, guiding the healthy development of the association. Establish a modern social organization’s corporate governance structure. Convene the 7th Member Representative Assembly, complete the re-election work in accordance with the corporate governance structure, and form a new leadership team for the association.

In accordance with the Ministry of Education's "Regulations on Primary and Secondary School Libraries" and related documents, cooperate with educational equipment management departments to actively carry out construction of literature and information resources for primary and secondary school libraries, exchange achievements in reading instruction, and provide basic literacy and skills training for primary and secondary school librarians, continuously creating and enriching carriers for technology equipment application.

Organize experimental teaching-related activities and strengthen research on instrument and equipment configuration plans for additional experimental operation exams in the high school entrance examination. Develop industry solutions to support the upgrading of member enterprises' products and services, empowering educational equipment departments at all levels to enhance their business guidance capabilities.

Keep up with the trend of the times, strengthen the construction of self-media channels, change traditional communication forms, and enhance interaction and communication within the industry. Timely release the latest industry policy updates, push key industry information, and facilitate online supply and demand matching. Actively improve the association's website, optimize website service functions and platform system upgrades, provide authoritative voices for industry development, and guide the healthy and orderly development of the industry.
　　4. Fully utilize the information dissemination role of the internal publication "China Educational Equipment Industry Association Newsletter." Expand the sources of contributions, continuously optimize column settings according to the development and needs of industry enterprises, enrich information content, increase content beneficial to enterprise growth and industry development, making the "China Educational Equipment Industry Association Newsletter" a promotional window for outstanding member enterprises and an information window for government departments and educational units to understand industry development.
　　5. Establish a public opinion early warning mechanism to create a good ecological environment for industry development. Intervene in negative public opinion in a planned and purposeful manner, quickly identify sources, analyze and judge public opinion trends, release truthful information, and maintain and enhance the image of exhibitions and the association.

Actively integrate into the informatization environment, establish the industry development direction of empowering educational teaching innovation with applied technical equipment; accelerate informatization in self-construction, apply technologies such as artificial intelligence, big data, and mobile internet to strengthen informatization construction in industry management and services, and improve industry governance levels.

Firmly establish a service awareness, fully recognize the dialectical relationship between members and the association as "water and boat," and take wholeheartedly serving members as the primary principle of the association's work. Properly handle the relationship between service and management, embed management within service, closely connect with members through service, genuinely do practical and good things for members, and effectively solve actual problems for members. Comprehensively strengthen strict party governance, improve the responsibility system for strict party governance, establish and improve the "three lists" of risk prevention issues, measures, and responsibilities, and build a system for punishing and preventing corruption.
